The launch of the "National Eight Measures" in the logistics industry will reduce road and bridge tolls
Last month, the series of programs "Focusing on Logistics Problems" launched by CCTV Finance Channel caused a huge response in society, not only attracting industry attention, but also drawing high attention from government departments. On June 8th, Premier Wen Jiabao presided over a State Council executive meeting to study and deploy measures to promote the healthy development of the logistics industry. Eight supporting measures were introduced to promote the development of the logistics industry, which are known as the "National Eight Measures" in the industry.
In response to the phenomenon of "high fees and arbitrary fees" in some places, the "National Eight point Plan" specifically proposes to reduce tolls for crossing roads and bridges. So, how can this toll be reduced? To what extent can it be reduced? CCTV Finance Channel immediately interviewed industry insiders to interpret this.
Vice President of China Federation of Logistics and Purchasing He Dengcai:
Reducing road and bridge tolls needs to be put on the agenda
Reducing tolls has captured one of the key issues in logistics. Surveys show that the expenditure of tolls by logistics companies accounts for about one-third of the total cost, which is very high. As for the level to be lowered, it depends on the actual situation of the country. We also acknowledge the historic role of the model of charging for road construction loans and repaying loans. In the mid-1980s, China opened its first expressway. By around 2000, it had a length of over 10000 kilometers, and now it has increased to over 70000 kilometers. This over 60000 kilometers was generated through this model. The current problem is to put how to reduce bridge tolls on the agenda, and there should be some solutions.
Disorderly charging, imposing fines, and setting up cards are stubborn problems in the logistics industry. Now it is proposed to promote the convenient passage of logistics vehicles, indicating the current inconvenience, especially the issue of fines. Not governing these things is not only a logistics issue, but also a social problem.
Why have our vehicles been getting longer and longer over the years? Mainly caused by the practice of 'using punishment to manage'. If this continues, it will create a vicious cycle. So those who should not be fined must not be fined, and the person who is fined must not have direct access to cash. As long as the government is determined, these problems can be solved.
